CHAPTER ONE
GENERAL PROVISIONS
Article 1: Legal Basis
This Party Law is enacted pursuant to the Constitution of the Runsheeg Political Party and shall regulate internal governance, conduct, organization, discipline, and operations of the Party.
Article 2: Scope of Application
This Law is binding on all Party members, leaders, organs, branches, councils, and affiliated structures.
Article 3: Objectives of the Law
This Law aims to:
- Ensure democratic, transparent, and accountable party governance;
- Regulate leadership conduct and responsibilities;
- Protect the rights and duties of members;
- Uphold Party unity, discipline, and constitutional supremacy.
CHAPTER TWO
CORE VALUES & PRINCIPLES
Article 4: Foundational Values
The Party is governed by the following values:
- Justice and rule of law;
- Unity and national cohesion;
- Integrity and accountability;
- Consultation and inclusiveness (Shura);
- Patriotism and national sovereignty;
- Social justice and equality;
- Modern, ethical, and responsible governance.
Article 5: Prohibited Practices
The Party strictly prohibits corruption, authoritarianism, extremism, discrimination, abuse of power, and actions that undermine national unity or Party integrity.
CHAPTER THREE
MEMBERSHIP
Article 6: Acquisition of Membership
Membership shall be acquired upon application, verification, and approval in accordance with Party regulations.
Article 7: Rights of Members
Members have the right to:
- Participate in Party activities and consultations;
- Vote and contest for Party positions subject to regulations;
- Access Party information and express opinions within Party forums;
- Protection from arbitrary disciplinary actions.
Article 8: Duties of Members
Members shall:
- Respect the Constitution, Party Law, and decisions;
- Uphold Party values and discipline;
- Promote unity and protect the Party’s image;
- Refrain from activities harmful to the Party.
CHAPTER FOUR
LEADERSHIP & GOVERNANCE
Article 9: Leadership Authority
All Party leadership derives authority from the Constitution and is regulated by this Law.
Article 10: Responsibilities of Leaders
Leaders shall:
- Serve with integrity, accountability, and transparency;
- Respect collective decision-making;
- Avoid conflict of interest;
- Act in the best interest of the Party and the nation.
Article 11: Abuse of Authority
Any misuse of authority shall constitute a disciplinary offense subject to sanctions.
CHAPTER FIVE
DECISION-MAKING & CONSULTATION
Article 12: Decision-Making Principles
- Decisions shall be democratic, consultative, and transparent;
- Majority rule shall apply unless otherwise specified;
- Strategic decisions require higher-level endorsement.
Article 13: Consultation Mechanisms
Party councils and forums shall ensure inclusive participation and consultation at all levels.
CHAPTER SIX
INTERNAL ELECTIONS
Article 14: Electoral Standards
Internal elections shall be free, fair, transparent, periodic, and conducted under approved regulations.
Article 15: Electoral Oversight
An independent internal committee shall supervise Party elections.
CHAPTER SEVEN
DISCIPLINE, ETHICS & SANCTIONS
Article 16: Code of Ethics
All members and leaders shall adhere to ethical conduct, honesty, respect, and discipline.
Article 17: Disciplinary Measures
Sanctions may include:
- Warning;
- Suspension;
- Removal from office;
- Expulsion.
Article 18: Due Process
No member shall be sanctioned without investigation, hearing, and right of defense.
CHAPTER EIGHT
FINANCE & ASSETS
Article 19: Financial Management
Party finances shall be managed transparently and used strictly for lawful Party purposes.
Article 20: Accountability & Audit
All financial activities shall be recorded, audited, and reported to the appropriate Party organs.
CHAPTER NINE
CONFLICT RESOLUTION
Article 21: Internal Disputes
Disputes shall be resolved through mediation, arbitration, and internal mechanisms before external action.
CHAPTER TEN
AMENDMENTS & FINAL PROVISIONS
Article 22: Amendment of the Party Law
This Law may be amended in accordance with constitutional procedures.
Article 23: Supremacy
This Party Law shall be interpreted in harmony with the Party Constitution, which prevails in case of conflict.
Article 24: Entry into Force
This Party Law enters into force upon approval by the authorized Party organs.
