General Assembly (Party Congress)
The General Assembly, also referred to as the Party Congress, is the highest deliberative forum of the Runsheeg Political Party. It serves as the platform where the Party’s vision, ideology, strategic direction, and long-term goals are presented, debated, and aligned.
Sessions of the General Assembly
The General Assembly shall be composed of delegates nominated by electoral constituencies across the country, all Members of Parliament and Ministers representing the Runsheeg Political Party in the Federal Government, members of the Central Council, and members of the Federal Executive Council.
The total number of delegates to the General Assembly shall be 1,001 members. The selection and electoral procedures of these delegates shall be regulated by internal by-laws approved by the Central Council upon proposal by the Executive Council after the first General Assembly.
An Ordinary General Assembly shall be convened once every two (2) years.
An Extraordinary General Assembly may be convened by the Executive Council or upon the request of at least one-third (1/3) of the members of the Central Council.
The General Assembly shall ordinarily be held at the Party’s National Headquarters. Where circumstances require the Assembly to be convened outside the headquarters, such a decision shall be approved by the Central Council through a majority vote.
The General Assembly shall be presided over by a Temporary Congress Bureau, consisting of a Chairperson, Deputy Chairperson, and Secretary, elected from among the Assembly delegates.
Prior to the election of the Congress Bureau, the opening session of the General Assembly shall be chaired by the oldest delegate present.
The General Assembly shall attain quorum and conduct its proceedings with the attendance of 50% plus one (50% + 1) of its total membership.
The agenda of an Ordinary General Assembly shall be prepared by the Executive Council, while the agenda of an Extraordinary General Assembly shall be prepared by the body that formally requested its convening, whether the Central Council or the Executive Council.
In preparation for an Ordinary General Assembly, the Executive Council shall establish two committees:
A Program Committee responsible for preparing the Congress agenda and proceedings;
A Logistics and Venue Committee responsible for organizing the venue and logistical arrangements of the General Assembly, in consultation with the Central Council.
Powers and Functions of the General Assembly
The General Assembly of the Runsheeg Political Party shall have the authority to:
Elect the Congress Bureau (Chairperson, Deputy Chairperson, and Secretary);
Elect three-quarters (3/4) of the members of the Central Council;
Receive, review, and deliberate on reports presented by the Executive Council and the Central Council;
Approve, amend, or revise the Constitution of the Runsheeg Political Party;
Elect the Senior Leadership of the Party, including the Party Chairperson, Deputy Chairpersons, and the Secretary-General.
